The Opportunity
WSDOT is currently seeking a Maintenance & Operations Superintendent (WMS3) to ensure the safety and reliability of transportation structures by effectively planning, coordinating, and executing activities. Key responsibilities include maintaining a strong customer focus, preventing weight restrictions on highway structures, and ensuring smooth traffic flow at major crossings. The role involves open communication and coordination with internal stakeholders such as Mega Project Offices, construction/design offices, and maintenance areas, as well as external partners like counties, cities, and law enforcement agencies. Additionally, the position entails public speaking engagements and mentoring employees to uphold safety standards and recognize outstanding performance.
 
What to Expect
Among the varied range of responsibilities held within this role, the Maintenance & Operations Superintendent will:

  • Serve as the primary point of contact for bridges, tunnels, and structures in the Northwest Region.
  • Authorize closures or restrictions of bridges/structures during emergencies and keep relevant personnel advised.
  • Direct, execute, and evaluate contract work, including authorizing payments up to $40,000 for the City of Seattle under the GMB 1060 Agreement.
  • Develop, administer, and monitor the Bridge Branch budget and Region Level Contracts.
  • Authorize purchases and payments to utilities, contractors, and suppliers.
  • Interview, evaluate, and recommend candidates for hire or promotion, ensuring diversity in the workforce.
  • Approve and sign various documents, including leave requests, payroll registers, and travel vouchers.
  • Ensure compliance with environmental regulations and conduct investigations of inquiries or complaints.
  • Conduct and attend meetings with government agencies, media, community groups, and individuals to foster better relations and coordinate work activities.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Ten (10) years of experience in transportation/highway maintenance, construction management, civil engineering, or a closely related field. (Relevant college degrees and/or coursework may substitute for the experience requirements on a year-for-year basis.)
  • Five (5) years of experience managing/supervising maintenance operations, including subordinate staff.
  • Experience with bridge and structure construction, maintenance, operation, and preservation. 
  • Valid Washington State Driver’s License. 
  • Ability to conduct field assessments in confined spaces, at heights, in work zones, and from boats.
  • Ability to take calls/manage emergencies 24/7 and occasionally nights, weekends, and holidays.
 
Knowledge of:
  • Planning and budgeting; bridge and structures construction, maintenance, preservation, and rehabilitation; the personnel system, Union Contracts, and Compensation Plan; pertinent WACs and RCWs; departmental policies; emergency procedures; environmental laws and regulations, including the Endangered Species Act, 4d Program; best management practices for every aspect of bridge and structures maintenance; over legal permits; public relations protocol; purchasing and inventory. 
  • Civil engineering, as well as structural, electrical, and mechanical engineering. 
 
It is preferred that qualified candidates also have the following:
  • Ability to communicate effectively, coach, mentor, and train subordinates. 
  • Ability to communicate, negotiate, and collaborate with external and internal customers to make long-range plans that efficiently address the needs of the community and the Department. 
  • Effectively manage emergency and crisis situations, including the skills and ability to determine whether partial or total closure of affected roadways, bridges, and structures is necessary. 
  • Ability to read and interpret construction plans and contracts, schematics, shop drawings, electrical and mechanical drawings down to the component level, and welding procedures. 
  • Develop and administer a multimillion-dollar maintenance and operating budget to meet the targeted service levels determined by the Maintenance Accountability Process. 
  • Evaluate the work plan for effectiveness and adjust as necessary for program delivery within available resources. 
  • Understand and utilize high-tech devices such as computers, iPads, and wireless phones for research, planning, and coordination to maximize time management efficiency. 
  • Possess excellent skills and abilities to represent our Office, the Region, and our department in all types of situations, including bridge tours, media interviews, meetings, and conferences.

  • The salary listed includes the legislative-approved 5% salary premium for positions in King County.
  • This position involves public speaking events at various venues, such as conferences, open houses, public tours, etc. The audience members of these events include elected officials, engineers, and stakeholders. Additionally, the incumbent must have experience with both live and recorded media interviews.
