The Washington State Ferry (WSF) system is essential to Washington's transportation network, linking communities on both sides of Puget Sound and the San Juan Islands. There are over 400 sailings each day on 10 ferry routes.  WSF transports nearly 17 million passengers a year and has more than 1,800 employees. Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters. 
 
The Opportunity
WSDOT is currently seeking a Program Delivery Supervisor to oversee a team of three Program Delivery Specialists who authorize funding for capital projects funded in WSDOT’s Ferries Division, ensure all changes to scope, schedule, and budget are appropriately documented, validate that the capital systems reflect the most recent delivery assumptions, and develop program, subprogram, and project level delivery reports.  
 
 What to Expect
Among the varied range of responsibilities held within this role, you/the Program Delivery Supervisor will:

  • Manage the Project Delivery team.
  • Ensure compliance with federal and state laws, rules, and guidelines and WSDOT policies.
  • Ensure proper documentation is in place/recorded.
  • Recommend approval of Work Order Authorizations that provide project managers with spending authority. 
  • Monitor, maintain, and update project information in the appropriate files.
  • Prepare correspondence as needed relating to project scope, estimates, and scheduling information.
  • Produce reports on capital program and project delivery that provide visibility and transparency needed to manage resources effectively and provide accountability. 
  • Lead the gathering of information and development of project delivery related responses for both internal and external partners
 
Qualifications
To be considered for this opportunity, the following are required:
  • Bachelor’s degree involving major study in transportation, environmental, urban, regional or land use planning, engineering, public or business administration, economics, or natural or physical sciences. 
  • Five (5) years of professional transportation experience involving analysis and evaluation of transportation issues and finding creative solutions to complex transportation problems.
OR
  • Nine (9) years of experience in a related field. 
  • A Master’s degree in one of the above fields will substitute for one year of the required experience. 
It is preferred that qualified candidates also have:
  • One (1) year of experience as a Transportation Engineer 4 or equivalent such as a Bridge Engineer 4 or Transportation Planning Specialist 4.
  • Nine (9) years of each of the following:
    1. Understanding, and interpreting technical engineering practices, policies, procedures, and standards, and applying this knowledge correctly to complete assigned work. 
    2. Understanding of the processes involved in the planning, preliminary engineering and construction of capital projects.
    3. Understanding, interpreting, and analyzing engineering and financial information. 
    4. Understanding, interpreting, analyzing, and correctly applying federal and state laws, policies, and procedures to assigned work. 
    5. Understanding and interpreting complex information, considering, and researching alternative courses of action, and making appropriate recommendations for action and/or formulating appropriate solutions.
    6. Building and maintaining trust and mutually beneficial professional relationships; and contributing positively to work groups and team projects.
    7. Communicating and interacting effectively with diverse customers and co-workers in a professional manner, including communicating complex ideas clearly and effectively, via telephone, in writing, or in person. 
    8. Multitasking in a fast-paced environment and meeting expected deadlines.
  • Five (5) years of experience proficiently operating a personal computer to generate reports and spreadsheets using a variety of software/systems, such as the internet, Windows, Microsoft 365 (formerly Office), or mainframe or cloud applications. 
  • Demonstrated advanced working knowledge of Microsoft Office applications including spreadsheet, database, and graphic software as well as other computer applications required. 
  • Demonstrated ability to function effectively in a multi-disciplinary team environment working under tight deadlines, follow instructions from supervisor, and communicate clearly and professionally with diverse groups and individuals both verbally and in writing.

  • This position offers flexible/hybrid remote work options.
  • The salary listed includes the legislative-approved 5% salary premium for positions with an assigned duty station in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
