The Office of Family and Community Health Improvement (OFCHI) is within the Prevention and Community Health (PCH) division and is dedicated to enhancing the health and well-being of individuals, families, and communities. The Office works with local health jurisdictions, tribes, community-based organizations, health systems, and health care providers across the state. 

 

About the Role:

The Sexual and Reproductive Health Supervisor (HSC4) works within the Sexual and Reproductive Health Program (SRHP) Unit within the Community Health and Linkages section of OFCHI.

In this senior level health services consultant role, you will help lead initiatives to assure client access to quality health and prevention services, especially those that help people access Title X sexual and reproductive health services. In this critical role you will supervise three Program Consultants (HSC3) who monitor agencies for Title X compliance.

 

Your responsibilities will include:

Title X Program Consultant Supervision:

  • Coach and guide Title X Program Consultants, assist with problem solving, contract and payment issues, and monitor review planning. 
  • Ensure staff have the resources they need to achieve key results.
  • Develop and implement balanced work plans, communicate expectations, and conduct performance evaluations.
  • Manages and conducts recruitment and hiring processes.

Title X Project Oversight

  • ensure contractors are compliant with Title X regulation and coordinate cross agency to mitigate duplicate efforts.
  • Participate in cross-agency meetings to monitor the department’s management of the project.
  • Coordinate the timely and successful completion of the Title X grant application.
  • 340b oversight which includes directing HSC 3s and Title X medical director in monitoring for 340b compliance. 
  • Works with staff to respond to audit reports and recommend corrective management actions; initiate changes to meet discrepancies or noncompliance cited by auditors.

This Flexible/Hybrid position offers multiple work location options to choose from, including telework (remote work) and/or utilizing the Department of Health’s drop-in workstations. Required Qualifications

The experience described below could have been acquired through paid or unpaid activities. Please make sure to highlight your relevant experience in your cover letter, resume, and/or applicant profile.

 

 

  • Option 1: Four (4) years of consultative experience in public or business administration, public health, health care administration AND two (2) years of experience supervising staff.

 

OR 

  • Option 2: Bachelor’s degree or higher in social services, public health, public administration, business administration, communications, or a related field and two (2) years of experience supervising staff in state government.

 

 

Desired Qualifications:

 

  • Experience working in a sexual and reproductive health clinic. 
  • Experience developing and maintaining tools to track invoices, claims, and reimbursements, within a health program.
  • Experience monitoring contracts, including reviewing contractor budgets, and revenue and expenditure reports. 
  • Experience processing claims and handling reimbursements in accordance with contractual requirements.
  • Experience overseeing Statements of Work (SOWs) and Contract Processing Action Requests (CPARs). 
  • Experience developing and managing Request for Proposals (RFPs). 
  • Experience implementing program requirements to contract language and ensuring contractors meet all contractual deliverables, including due dates, and accurate documentation.\
  • Experience leading the implementation of a process, or a policy within a health program, resulting from a quality assurance or process improvement recommendation. 
  • Experience leading the programmatic implementation in response to successful healthcare access legislative initiatives. 
  • Experience monitoring initiatives and activity progress for sexual and reproductive health care reform made by Medicaid, and the Affordable Care Act (ACA). 
  • Experience leading workgroups or facilitating meetings to collaborate with external and internal partners.
