SUMMARY
The Health, Safety and Environmental Specialist II will plan, direct, and implement organization safety program to ensure safe, healthy, and accident-free work environment by performing the following duties both personally and cooperatively with corporate and local health and safety leadership teams.
DUTIES AND RESPONSIBILITIES
May include, but are not limited to, the following:
Plan, implement and update safety policies and procedures in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations. Interpret and explain regulations, policies, and procedures to site personnel to ensure compliance.
Maintain a 100% compliance environment in all areas of health & safety (H&S) including reporting, written instructions, training, and documentation.
Plan and implement programs to train managers and employees in work site safety practices, fire prevention, and correct handling techniques for chemicals, toxins, equipment, and other materials.
Ensure critical programs are maintained (lockout tag out, confined space entry, fall protection, powered industrial trucks.)
Plan, implement and update the industrial hygiene sampling strategy.
Prepare studies and analyses of industrial accident causes and health hazards for use by company personnel and outside agencies.
Inspect the organization's facilities to detect existing or potential accident and health hazards, determines corrective or preventative measures where indicated, and follows up to ensure measures have been implemented.
Provide information, signs, posters, barriers, and other materials to warn of potential and actual safety hazards and to prevent access to hazardous conditions.
Enlist affected employees to create and maintain job safety analysis (JSA). Assist supervisors with first aid and injury response as needed.
Display and communicate relevant safety information and statistics to ensure plant personnel are knowledgeable of H&S performance.
Work with the management team to ensure safety milestones are celebrated.
Create and maintain a robust near miss reporting process to increase injury prevention. Lead the investigation of accidents and injuries in a timely manner (usually within 24 hours).
Cooperate in the preparation of material and evidence for organization use in hearings, lawsuits, and insurance investigations.
Compile and submit accident reports required by regulatory agencies on time. Coordinate with the worker's compensation insurance carrier to reduce safety risks and employee lost time.
Set a positive example for all employees by visibly complying with the rules and addressing safety hazards and concerns that are under his/her control in a timely manner.
Has a zero tolerance and will consistently intervene on non-compliant health and safety behaviors in a positive and respectful manner. Inform supervisors and managers and employees of non-compliant behaviors in their areas.
Actively solicit Health and Safety improvement opportunities, including tracking progress and communicating status of such projects.
Is readily available on a daily basis to all employees to address questions and concerns
Core knowledge of environmental, safety, and security regulations. Improve job related competence through experience and education. Ability to work without close supervision.
High personal interest and aptitude in health, safety, security and environmental areas.
Ensure Environmental, Health, Safety and Security programs are compliant with all applicable regulations and permits. Ensure implementation of plant security programs in accordance with Axiall and applicable Homeland Security requirements.
Guide team and remove barriers to performance.
Communicate effectively with all levels within the organization, as well as with suppliers, vendors, and contractors.
Identify and/or support new initiatives that improve Environmental, Health, Safety and Security programs and compliance. Represent the company at community or industry functions.
Support the mission and values of the company.
Make work-related decisions and/or take actions that are in the best interest of the company.
Work cooperatively to achieve Westlake Longview's goals and objectives
EDUCATION, EXPERIENCE AND QUALIFICATIONS
BS Degree in Industrial Safety, Environmental or Safety Management or related field and 5 years of experience in industrial Health and Safety is required.
Experience working in a union environment preferred.
A demonstrated commitment to high professional ethical standards and a diverse workplace.
Knowledgeable in Federal, State, fire safety, ANSI standards, and general Workers' Compensation laws.
Must possess strong written and verbal communication skills.
Must have the ability to apply common sense understanding to carry out instructions in written, oral or diagram form.
Must have demonstrated leadership and vision in managing staff groups and major projects or initiatives.
Must have excellent interpersonal skills and a collaborative management style.
PHYSICAL DEMANDS
This job is performed mainly in control room or office setting; physical presence is required. While performing the duties of this job, the employee is frequently required to sit; stand; walk; have full use and range of motion of arms, hands and fingers to reach, grasp, hold, push or pull, twist, and work with tools; and talk or hear. The employee is occasionally required to perform tasks that may require bending, stooping, kneeling, crouching, lying down or working from elevated platforms. The employee must be able to move safely over uneven terrain or in confined spaces. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 15 pounds, and occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must be able to see details of objects that are more/less than a few feet away; see differences between colors, shades and brightness and determine the distance between objects. This job requires response to audible emergency alarms inside of the plant. Employee must be able to evacuate when required.
WORK ENVIRONMENT
The employee must be able to work in a normal factory environment, including enclosed spaces and exposure to various hazards. The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, flame retardant clothing, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
SALARY
Our compensation reflects the cost of labor across several US markets. The base pay range for this position is $90,000 to $145,000. This range is based on relevant market data in our lowest and highest geographic markets. Pay is based upon several factors including market location and may vary depending on job-related knowledge, experience, and skillset. Westlake is a total compensation company. Dependent on the position offered, sign on payments, and other forms of compensation may be provided as part of a total compensation package (also to include a full range of medical and other benefits).
