POSITION PURPOSE: This position works in the field organizing, coordinating and leading the work of maintenance individuals and crews performing varied manual work and equipment operations to maintain parks, equipment maintenance, fleet, public buildings, and other facilities of the City. Works under the general supervision of the Parks Field Supervisor. |
Essential Duties and Responsibilities: |
ESSENTIAL DUTIES AND RESPONSIBILITIES - Essential duties and responsibilities may include, but are not limited to, the following: - Coordinates the assignments and tasks of park employees in the maintenance, operations, and improvements of city parks and other public facilities; provides on-site supervision to subordinate employees as required; inspects work in progress and upon completion to ensure compliance with work orders, plans and specifications.
- Maintains city parks, playgrounds, trails, beaches and sport fields; mows; edges; installs, repairs and maintains irrigation systems; plants and maintains flower beds; rakes leaves, prunes and trims trees, removes brush and trash; removes graffiti; and repairs fences.
- Schedules, applies, and records application of pesticides, fertilizers and chemicals in accordance with regulations.
- Performs building maintenance on all park buildings and exteriors.
- Performs lake maintenance and treatment as assigned.
- Maintain docks, boardwalks and related areas.
- Operates vehicles and heavy equipment to perform parks and building construction and maintenance duties; operates a variety of landscaping and construction tools and equipment.
- Performs general building maintenance such as sweeping, mopping, cleaning restrooms, and removing trash.
- Performs playground safety inspections.
- Assures that permanent and temporary traffic control devices are properly installed and maintained per the Manual on Uniform Traffic Control Devices guidelines.
- Assists the Parks Field Supervisor in the development of work programs and work schedules of on-going programs and projects; ensures that programs and projects are completed on schedule.
- Provides assistance in site inspections to ensure contractor compliance for work on park facilities, public buildings, and other related facilities as assigned.
- Monitors assigned parks employees’ performance and participates in performance evaluation.
- Assists in the preparation of the annual parks budget as associated with assigned responsibilities.
- Trouble-shoots and analyzes problems related to city’s facilities and assists in determining corrective actions.
- Serves as an on-call employee in after normal work hours and in emergency situations requiring parks and/or public works attention.
- Enforces safety rules and regulations.
- Maintains regular, predictable and reliable attendance.
PERIPHERAL DUTIES: - Perform the duties of subordinate personnel as needed or assigned by the Parks Field Supervisor.
- Performs other duties as assigned.

Qualifications: |
Education, Training and Experience Guidelines Education: High School diploma or equivalent is required; Experience: Minimum of four (4) years’ experience in parks and grounds maintenance and/or construction to include knowledge and use of power tools and heavy equipment; minimum of two (2) years of supervisory experience or one (1) year experience of effective leadership skills with the city is preferred; Or: Any combination of education and experience, which provides the applicant with the desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications. Examples of these skills include: Knowledge of: - The operational characteristics of equipment in the area of assignment.
- Operations, services and activities of parks maintenance and repair.
- Methods and techniques used in the construction and maintenance of parks and facilities.
- Grass and turf types, soil science, athletic field layout, tree care, drainage and irrigation maintenance and care.
- Chemical herbicide and pesticides and their safe application.
- Maintenance and/or construction of concrete and asphalt, crushed rock, or woodchip trails and parking lots, boat ramps, docks, and/or playgrounds.
- Function, usage, and operating characteristics of a variety of vehicles, equipment, power tools and hand tools used in parks maintenance and repair.
- Procedures and techniques used in concrete and asphalt work.
- Confined space entry.
- Principles and practices of record keeping.
- Occupational hazards and standard safety practices.
- Pertinent federal, state and local codes, laws, and regulations.
- General staff management practices.
- Data analysis including report generation, time and cost tracking, and research.
Ability to: - Understand and follow written and oral instructions.
- Read and interpret documents such as safety rules, design standards and regulatory guidelines, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Correctly utilize English grammar, spelling, punctuation, and vocabulary.
- Ability to speak coherently before groups of customers or employees of the City.
- Perform basic mathematical calculations such as cost estimates, discounts, interest, commissions, proportions, percentage, area, circumference, and volume.
- Operate and maintain a variety of power tools and heavy equipment including a, walk behind and riding compactor, chain saw, weed-eater, backhoe, ditch and riding lawn mower, and other associated power tools and equipment.
- Perform general maintenance repair and maintenance tasks without detailed instructions.
- Ability to lead and teach coworkers various skills used in parks operations, maintenance and construction.
- Work effectively with other city employees.
LICENSE OR CERTIFICATE REQUIREMENTS: - Valid Washington State driver license, or ability to obtain within 30 days of hire; and a driving record which meets the city’s requirements.
- First-Aid and CPR Certification is required, or ability to obtain within six (6) months of hire.
- Traffic Flagging Certification is required, or ability to obtain within six (6) months of hire.
- Certified Playground Safety Inspector or ability to obtain within six (6) months of date of hire is required.
- WA State Department of Agriculture Pesticide Applicators License with Aquatics Endorsement or ability to obtain within six (6) months of date of hire is required.
