Overview This position is primarily responsible for managing, directing, and overseeing the training program for System Operations, including providing required instruction in a classroom setting and other venues and ensuring the training program is in full compliance with regulatory requirements. Develops, delivers and administers training for system operations, operations support, and other staff. This includes developing and maintaining a systematic approach to training that includes analysis of training needs and development & administration of the District's training program to ensure compliance with North American Electric Reliability Corporation (NERC) standards.
Responsibilities - Develop and Deliver Training: Develop and deliver District specific training which qualifies as NERC continuing education hours, including materials for Operators, Planning Engineers and support staff. Train system operators on operating procedures and policies. Effectively conduct training exercises in classroom and one-on-one settings and administer and grade all required learning assessment tools. Proctor external training as assigned. Assist System Operators in obtaining initial NERC certification through examination, and in the planning and tracking of certification maintenance with certified education hours. Maintain detailed records of training activities to ensure NERC compliance using a combination of in-house training programs, vendor supplied programs and other third party providers such as the Western Power Pool staff. Ensure that all training and certifications are properly tracked and reported as required by NERC/WECC.
- System Operator Training Program: Develop, deliver, and administer the District’s systematic approach to training in accordance with NERC standards. Develop and deliver initial and ongoing individual training plans for each System Operator/Trainee, evaluate training results, student performance, outcomes and proactively adjust individual and group training plans. Work with staff to identify deficiencies in the training program and with individual operators to collaboratively correct the deficiencies. Annually evaluate and update training materials and perform a review of the System Operator Training Program. Perform and maintain documentation of Job Task Analyses for system operations positions as required by NERC Standards. Evaluate new and modified company specific tasks; train as necessary and verify system operator capabilities to perform those tasks within six months of those changes to comply with PER-005.
- Development Initiatives: Prioritize, plan and/or lead various system operation office work and improvement projects. Contribute to companywide projects and/or initiatives. Conduct assessments to determine requirements and specifications to meet objectives.
- Reliability Compliance: Assigned as the compliance owner for multiple NERC Reliability Standards. Responsible for ensuring the District meets its overall compliance obligations for each assigned Standard. Oversees the development of required technical processes related to assigned Standards. Actively monitors compliance with assigned Standards. Ensure controls are in place and documented to provide assurance of compliance with assigned Standards. Perform compliance self-assessment for assigned standards. Work with staff in preparation and maintenance of all required compliance documentation as it relates to system operator training and certifications. Assist with NERC and WECC audit preparation pertinent to training and applicable PER, EOP or other applicable or assigned Standards.
- Maintain Knowledge: Maintain current knowledge of the electric power industry and changing technology, attending NERC/WECC training classes and maintaining all appropriate certifications. Stay abreast of changes and modifications to assigned Standards. Remain current on District policies and assist with implementing appropriate changes as necessary.
- Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Qualifications
Education Equivalent experience (year for year) may substitute for required education.
- Associate Degree (AA or AS degree) in engineering, math, or a related technical study area from two-year college or university, or equivalent combination of education and experience is required.
- Completion of a system operations training program resulting in achievement of system operator status can substitute for a degree.
Experience
- 5+ years experience working as a system operator or as a system operations trainer or a closely related role in support of system operations. required.
- Experience developing training curriculum and delivering technical training is strongly preferred.
- Electric utility industry experience is required.
Licenses and Certifications
- System Operations Certification from NERC within 1 year required.
