Public Health Nurse Manager/Nurse Practitioner | Human Resources | Skamania County
This position is responsible for supervising assigned staff, administering, planning, organizing, directing, and evaluating the services provided by the Public Health Department. Depending on how the issue may be best addressed, activities may be focused on the individual, the community, or at the systems level. The position emphasizes health promotion, prevention of health problems, and harm reduction strategies. The position uses sound professional judgment, adheres to established policies and procedures, solves problems, and generates outcomes that are in line with stated goals and objectives.
ESSENTIAL FUNCTIONS:
Develops and manages departmental programs and procedures in collaboration with the Community Health Department Director to achieve local, state, and federal public health goals and policies. In the ordinary performance of their tasks, this role is granted substantial discretion within the framework of scope of practice, policy, and legislation; oversight and advice are provided by the Community Health Director and Health Officer.
With the help of the organizational, community, and personal health services teams, plans, implements, and oversees health services.
Prepares, monitors, and analyzes grant and/or contract performance and work plans, as well as defines the mission, objectives, and strategies for each program.
Facilitates the provision and treatment of contraceptive management, emergency contraception, diagnosis of presumptive pregnancy as appropriate for patient conditions and per current standing orders, state, and national guidelines.
Conducts health exams and assessment of men and women for contraceptive needs based on complete social, reproductive, and medical history, and individual needs.
Provides appropriate diagnosis and treatment of reproductive health related issues, within scope of practice, including contraceptive management, emergency contraception, reproductive tract infection, presumptive pregnancy diagnosis, and other reproductive tract common diagnosis.
Provides options counseling, risk reduction and anticipatory guidance on a variety of health promotion topics, including reducing the risk of STD’s and HIV, benefits of planned pregnancies and preconception counseling.
Informs clients of other important health topics such as osteoporosis, heart disease, immunization recommendations as indicated by the client’s history or physical findings.
Coordinates appropriate referrals and follow-up of abnormal findings beyond the scope of practice or the scope of the public health clinic’s responsibilities.
Maintains proper and accurate documentation of all client encounters.
Evaluates program and community needs within the context of the public health system, the county, and the community.
Provides direct service to clients in a primary and back-up role.
Applies nursing process and Public Health knowledge in response to individual health issues.
Provides professional advice, consultation, and services to other departments and to the general public.
Supervises and evaluates performance of public health program staff in accordance with the department’s policies and applicable state laws.
Responsibilities include training employees; planning, assigning, and directing work, evaluating performance; reward, and discipline as necessary, addressing complaints and resolving problems.
Reviews and analyzes County data for socio-demographic changes, rates of disease trends, nutritional needs, violence, accidental injuries, suicides, drug and alcohol arrests, health outcomes, morbidity and mortality, poverty rates, geographic trends within the County, immunization rates and infant death reviews.
Assists in the formulation and promotion of health and social policies that affect the health of the community.
Conducts program evaluation of structure, process and outcome of health care that may include cost benefit analysis, recording system, quality of intervention, immediate and long-term outcomes both intended and unintended.
Collaborates with others including health care providers, community leaders and organizations to implement plans.
Prepares proposals for support of research projects from external sources and participates in design of research studies.
In coordination with the Community Health Director, prepares budget estimates, statistical and routine reports.
PERIPHERAL FUNCTIONS:
Within the scope of practice, provides professional nurse services for any of the Public Health Department's public health programs.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of all state and county quality and record-keeping requirements, as well as county requirements specified in the Washington Administrative Code or other directives is required.
Knowledge of principles and practices of employee supervision and evaluation.
Knowledge of effective management and administrative practices and procedures.
Skill in setting the overall strategy for the provision of public health services and the allocation of financial resources for long-term planning.
Skill in Strong leadership.
Ability to assure prompt response to public health emergencies or exercises coordination with all necessary county departments and state and local agencies.
Ability to supervise, train, assign tasks, and evaluate the work of employees.
Ability to work independently.
Ability to communicate effectively verbally and in writing with patients, staff and the public.
Ability to effectively collaborate and represent Skamania County’s viewpoint in contacts with other agencies.
Ability to maintain continuing liaison and professional working relationships with public health agencies and other medical and human service-related agencies and providers.
EDUCATION AND EXPERIENCE:
A Bachelor’s degree in nursing with training in public health and five (5) years progressively responsible nursing, supervisory, and administrative experience, with at least one (1) year as a manager of discrete work unit including direct responsibility for performance of a team and/or individual subordinates, or any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the essential functions of the position.
LICENSES/CERTIFICATES:
Valid, active, and unrestricted Washington license as a Registered Nurse at the time of appointment.
SPECIAL REQUIREMENTS:
Possession of a valid, active, and unrestricted license to practice in Washington State as appropriate for position and maintain such throughout employment.
Possession a valid driver’s license at time of hire and throughout employment and have a driving record that meets the County standards.
Pass a criminal background check, as required by Washington State Law, for the profession and maintain eligibility to practice.
Pass jail clearance to provide services in jail.
Obtain additional licenses and/or certifications as required by the position.
WORKING CONDITIONS:
Work is performed in an office environment, clinical environment, client homes, and in the field. Must be able to drive a car and use lab equipment in performance of duties. May be exposed to individuals or groups with potential for violent behavior; threats to the public (i.e., bioterrorism); and potential exposure to vaccines, sprays, hazardous or contaminated materials; exposure to blood, needles, reagents, biologics, and chemicals; possible airborne exposure to TB, measles and other communicable diseases. May be called upon to be on site at a public health event, outbreak, emergency, or intervention. Regular potential exposure to clients with infectious disease and sexually transmitted disease, including HIV.
PHYSICAL REQUIREMENTS:
The duties of the above position require standing for extended periods of time, sitting, walking, stooping, bending, reaching, pulling, twisting, and the ability to lift up to 25 pounds. Requires finger dexterity, sense of touch, gripping with fingers and hands; ability to see, hear voice conversation, and to speak.
