Job DescriptionGeneral Purpose:
Under general supervision of the Grants and Contracts Administration Manager, this role performs and oversees administrative support as well as reviews and tracks program deliverables and required program reports. Performs specialized recordkeeping, data entry and database management.

Job Duties and Responsibilities:
Attends coordination meetings, participates on contract teams, reports on contract activities.
Assists in setting up projects and programs in databases.
Tracks contract data, prepares reports, and provides data.
Assists in routine maintenance of data stored in Unanet, RCAC's project management system.
Reads contracts, agreements, and task orders to update projects and create or update purchase orders in RCAC's databases.
Reviews and processes invoices and requests for payments for vendor/sub-recipient reimbursement.
Serves as liaison between contract leads and manager on program data and information needed for reporting and invoicing purposes.
Maintains and oversees current auditable contract files, processes, and other contract-related documentation using paper copies, electronic files, and electronic database records.
Works and coordinates with field staff members and/or subcontractors to ensure timely delivery of monthly and quarterly report information to be provided to program funding source.
Conducts review of staff entries into reporting databases to ensure that high-quality information is being forwarded to program funders.
Assist contract leads with reports and data collection.
Collects and files reporting materials and backup documentation.
Provides administrative support to RCAC's Procurement and Subaward Committee.
Assists in processing, mailing, and tracking subcontracts.
Assists staff with compiling and summarizing budgets and providing other contract-related information to contract leads for appropriate implementation.
Prepares correspondence, reports, minutes, agendas, memos, forms, directories, resolutions, and other documents and communications from drafts, recordings, or verbal instruction as requested.
Organizes technical information into effective deliverables for regulatory proposal packages, including staff reports, technical support documents, and briefing materials for internal groups, regulatory agencies, and stakeholders.
Schedules meetings and trainings; arranges logistics if needed for employees.
Produces documents of various levels of complexity, ranging from plain copy typing to the manipulation of data to create complex presentations.
Examines, checks, and verifies reports and other documents for completeness, appropriateness, adequacy, and conformity to established requirements; follows up on discrepancies.
Establishes, maintains, and updates files, databases, records, and other documents; develops and maintains data, and performs routine analyses and calculations in the processing of data for recurring internal reports.
Uploads and downloads project progress documentation; assists staff with submission of progress reports and required documentation.
Conducts research to resolve operational questions or issues as requested.
Establishes and maintains an effective filing and retrieval system.
Performs other related duties as assigned.

No supervisory responsibility.
Minimum Qualifications and Necessary Requirements:
EQUIVALENT combination of education and experience can meet minimum qualifications.
EDUCATION: High School Diploma or GED.
LICENSE/CERTIFICATION: Valid driver's license and proof of insurance that meets the minimum requirements ($100,000/$300,000) of RCAC corporate liability policy.
EXPERIENCE: Three years of administrative experience. Database experience required. Proficient computer skills with Microsoft Office programs.

Knowledge of database concepts and common data processing issues.
Knowledge of project management and budgeting.
Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and presentation software (such as PowerPoint).

Preferred Requirements:
Associate degree.
Contract and grant experience.
Must pass a background investigation.
Physical Demands:
While performing the duties of this job, the employee is regularly required to sit and stand; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision requirements include close vision, distance vision, color vision, and depth perception.
Working Conditions:
Work is typically performed in an office with a moderate noise level. Evening and/or weekend work may be required. Travel may be required.
